Implementation of IBAN Registry

In accordance with the Order of the Ministry of Finance number 180 of October 12, 2015 "On the procedure for enrollment and account payments to the national public budget through the treasury system of the Ministry of Finance in 2015":

1. In order to ensure the control over the accuracy of revenue to the national public budget, there is used the IBAN Codes Registry. The Ministry of Finance generates IBAN codes to be implemented into the national public budget and, if necessary, updates the IBAN Codes Register of the Ministry of Finance.

2. The IBAN Codes Registry contains IBAN codes of the state budget, local budgets (first and second level), state social insurance budget and mandatory health insurance funds.

3. The IBAN Codes Registry are offered by the Ministry of Finance to: National Bank of Moldova, commercial banks and other operators of payment services, the Main State Tax Inspectorate, Customs Service, National Social Insurance and National Health Insurance Company, for its further transfer to subordinate authority for guidance.

4. Payers / taxpayers can get acquainted with the IBAN codes on the webpage of Ministry of Finance: www.mf.gov.md, by selecting the code according to its economic classification, the area in which the taxpayer is registered, and statistical code of the settlement of the taxpayer, according to the classifier of administrative-territorial units (CATUM).

5. Pursuant to tax obligations, including liabilities in pay of the principal payments/ or penalties to the state budget, compulsory medical insurance funds and local budgets, the payment order for the transfer to the budget of the taxpayer/ financial institution in "purpose of payment" should indicate where appropriate:

  • The phrase «/P102/» indicating the sum in case of principal payment;
  • The phrase "/M102/" indicating the sum in case of interests;
  • The phrase "/A102/" indicating the sum in case of payment of fines/ penalties.

Example. For the payment of tax liabilities in the amount of 100.00 lei, including interest at a rate of 20.00 lei, in the compartment "purpose of payment" one should indicate the following text: «P102/80,00/M102/20,00», followed by a direct indication of the payment destination.

Taxpayers/ payers are the persons responsible for the accuracy of the payment documents, while the banks and other relevant operators are responsible for the accurate transmission of the payment documents in electronic form.

6. The structure of type “G” IBAN code, used for general revenues:

MDXXTR G AAA EEEEEE LLLL 0000

”MD” – Republic of Moldova Code (alphabetic characters);

”XX” – verification code, which is calculated in accordance with Annex № 4 of the Administrative Board of the National Bank of Moldova № 157 from August 1, 2013 "Regulations on credit transfer" (numeric characters);

”TR” – bank identifier, "TR" for TREZMD2X (alphabetic characters);

”G” – code indicating the type of structural treasury invoice in IBAN (alphabetic characters);

”AAA” – code indicating the information on the payment account (alphabetic characters);

”EEEEEE” – code indicating the code according to the economic classification - the "ECO Code" (numeric characters);

”LLLL” – code indicating the locality code according to CATUM (numeric characters);

”0000” – ”zeros” (4 characters).

7. The payments received by the state budget, are listed according to the economic classification specified in Annex № 1, according to the following banking data:

Beneficiary: Ministry of Finance;
IBAN Code: according to the IBAN Codes Registry;
Fiscal code: 1006601000037;
The operator-recipient: Ministry of Finance - State Treasury.

8. Juridical and physical persons, participants of foreign economic activity, pay customs obligations in advance (value-added tax, excise taxes, customs duties, collected for customs procedures and penalties imposed for customs violations) on customs payments, prepayments (code ECO 518 300), with the indications of IBAN Code: D77TRPAAA518300A01344AA.

Terms and order of transfer of customs duties are provided in sections 124 and 125 of the Customs Code of the Republic of Moldova.

9. Notwithstanding the provisions of paragraph 8 to the state budget lists the following charges:

 1. guarantee tax for customs payments (ECO code 518200), IBAN code: MD94TRPAAA518200A01344AA;

 2. taxes for use of Moldovan roads for cars not registered on the territory of the Republic of Moldova (ECO code 114631) collected by the customs authorities at the state border crossing point, IBAN Code: MD21TRGAAA11463101300000;

 3. taxes for the use of roads for cars exceeding the permissible total weight, load bearing on axle or dimensions (code ECO 114 632) collected by the customs authorities at the state border crossing point, IBAN Code: MD65TRGAAA11463201300000;

 4. vignette (ECO code114638), a tax collected by the customs authorities at the state border crossing point, IBAN Code: MD38TRGAAA11463801300000;

 5. administrative fines and penalties imposed by the authorities of the Customs Service collected for the state budget (ECO code 143112), IBAN Code: MD42TRGAAA14311201300000.

10. The payments received by the local budgets, listed according to the economic classification specified in Annex number 2, according to the following banking data: Beneficiary: Ministry of Finance;

IBAN Code: according to the IBAN Codes Registry;
Fiscal code: 1006601000037;
The operator-recipient: Ministry of Finance - State Treasury.

11. The payments, which constitute the receipt of state social insurance budget, administered by the National Social Insurance Office, listed according to the economic classification specified in Annex 5 number, according to the following banking data:

Beneficiary: Ministry of Finance;
IBAN Code: according to the IBAN Codes Registry;
Fiscal code: 1006601000037;
The operator-recipient: Ministry of Finance - State Treasury.

12. The payments, which constitute the receipt of funds of compulsory health insurance administered by the National Health Insurance Company, listed according to the economic classification specified in Annex number 6, according to the following banking data:

Beneficiary: Ministry of Finance;
IBAN Code: according to the IBAN Codes Registry;
Fiscal code: 1006601000037;
The operator-recipient: Ministry of Finance - State Treasury.

Legal and Tax Aspects of the Electronic Payments

On December 12, 2017, a seminar on "Legal and Tax Aspects of the Electronic Payments" took place thanks to the joint efforts of the consulting company Brodsky Uskov Looper Reed & Partners and the Association of Professional Accountants and Auditors of the Republic of Moldova (ACAP).

IBAN Implementation for Payments in MDL

Starting with January 1, 2016 the new IBAN Code is implemented for national transfers in lei.



The concept of optimization of national transfers involves the commissioning of IBAN code for national transfers starting with January 1, 2016.



Until January 1, 2017, banks and other institutions will accept payment documents containing the IBAN codes, as well as accounts that existed prior to the date of commissioning of the Concept of national transfers optimization.



Starting with January 1, 2016 all budgetary payments will be made only by using IBAN Codes. The new form of payment order in MDL from 01.01.2016 includes a section for IBAN Code.
